solved from the top down, by governments and agencies.
Bottom-up, grassroots solutions to the problems of
neighborhoods, communities, and municipalities are
urgently needed, and ultimately, may be effective
globally in ways that top-down efforts cannot be
effective. Communities do not lack for people who
strive to solve local problems, but what has been
lacking is an effective way to connect people within
and between communities, and to diffuse solutions
widely, so that each community does not have to
